In emergency response, every second counts. When the City of Cape Town sought to modernise the alerting mechanisms across its 30 fire stations, Intellicomm delivered a solution that would fundamentally change how firefighters are mobilised: Remote Commander.

The Challenge: A City Under Pressure

Cape Town’s Fire and Rescue Service operates an extensive network of 32 fire stations, managing an operational fleet of over 200 vehicles. With vegetation fires alone increasing from 8,462 in the 2019/20 financial year to 12,072 by 2023/24, the pressure on response systems has intensified. The City’s leadership recognised that traditional alerting methods were no longer sufficient to meet the demands of a growing metropolitan area facing increasingly frequent fire emergencies.

The Solution: Remote Commander by Intellicomm

Intellicomm deployed Remote Commander, an intelligent alert mechanism designed specifically for the unique operational requirements of fire stations. The system ensures that when an emergency call comes into the Public Emergency Communication Centre (PECC), the alert is routed instantly and reliably to the appropriate station, simultaneously activating response teams without delay.

Measurable Productivity Gains

The impact has been substantial. The alert mechanism’s precision ensures that the right resources—whether a 4×4 rapid response vehicle for rugged terrain access or a full fire appliance with a 16,000-litre water tanker—are dispatched correctly on the first attempt. This eliminates the costly minutes lost to manual relaying of information and reduces the risk of miscommunication.

The City has invested R3.6 million specifically to increase capacity at the Public Emergency Communication Centre, where Remote Commander forms the backbone of integrated operations. This technology aligns with the City’s broader strategy of “strike teams” that use smaller vehicles for rapid deployment, a strategy developed by analysing incident data to improve effectiveness.

A Scalable, Robust Infrastructure

Remote Commander was engineered for the demanding environment of emergency services. The system is fully scalable, capable of handling the increasing volume of incidents—structural fires in the City increased from 3,866 to 4,755 over the same period—without compromising response speed. Its customisable design allows the City to integrate it with other modernisation initiatives, including CCTV networks that detected 1,671 fires in a single year and plans for Digital Twin technology.

Real-World Results

Chief Fire Officer Clinton Manuel and his team have seen first-hand how Remote Commander transforms response capability. When a fire is identified—sometimes within minutes of ignition—the alert system ensures that air support (Huey helicopters carrying 1,200 litres per drop and a fixed-wing water bomber carrying 3,000 litres) can be coordinated alongside ground crews. This integrated approach has resulted in fires being extinguished quickly, often before they spread out of control.
